Former Gov. George Pataki Monday endorsed Joe Carvin, the Rye Town supervisor who is in a Republican primary in the 17th Congressional District, at Westchester Republican Headquarters in White Plains. Carvin is running against Jim Russell in Tuesday’s primary and the winner will take on U.S. Rep. Nita Lowey in November.The newly-drawn district covers central and northwest Westchester and all of Rockland County.
